Where the caller got your details
Scammers stopped dialing at random a long time ago. That information sells cheaply, and it gets scraped and resold into targeted call lists. The more complete your profile is out there, the more convincing the person on the phone can sound.

In late 2024 the Consumer Financial Protection Bureau proposed a rule aimed squarely at data brokers that sell Americans' sensitive personal and financial information to scammers, stalkers, and spies. The harm is not theoretical. The Federal Trade Commission reported that money lost to scams beginning with a phone call rose about 16 percent from the first half of 2024 to the first half of 2025, with an average loss near 3,700 dollars among the people who were taken.
Why blocking and registries are not enough
Here is the uncomfortable part. The Do Not Call Registry does almost nothing against scammers, because criminals do not consult a government list before they dial. Blocking one number just sends them to the next. The only thing that genuinely shrinks your exposure is removing your information from the broker sites feeding those lists, and that is slow going. Your data is spread across dozens of them, each with its own opt-out process, and most relist you the moment fresh records appear.
There is data on this. When Consumer Reports compared the options, the automated and do-it-yourself route managed to clear only about 27 percent of listings, while people working the removals by hand reached about 70 percent. Cutting off the supply works. Doing it thoroughly is the hard part.
